Bilal Awan, EIT 
President

Colliers Engineering

Bilal is a Structural Engineer at Colliers Engineering & Design and a Master’s student in Structural Engineering at Rutgers University. With experience in bridge design, culverts, retaining walls, and amusement ride structures, he applies advanced engineering principles using tools like AutoCAD, STAAD, and RISA. Passionate about mentorship, Bilal has guided students as a peer instructor at Rutgers and continues to support young engineers through professional collaboration. His commitment to structural innovation and leadership underscores his dedication to the engineering community


 

Louis “Lou” Truppa, EIT Past President

Johnson, Mirmiran & Thompson, Inc.

Lou Truppa is a transportation design engineer at JMT and has a Bachelor of Science Degree in Civil Engineering from The College of New Jersey (TCNJ). Lou has worked on a number of DOT and county projects involving roadway and guide rail design over the past 3+ years. He was the former president of the ASCE student chapter at TCNJ for 3 years and a member of the varsity football team. He has been involved with ASCE since his sophomore year of college (2019) and the Central Jersey Younger Member Group for 4 years. He joined the Central Jersey Branch board in 2023-2024 as a director and became president of the Younger Member Group in 2024-2025. He is now Vice President of the Central Jersey Branch.


 

Joseph “Joey” Ricciani
YMG Vice President
The College of New Jersey

Joey Ricciani is from Columbus, New Jersey. He is currently a student at The College of New Jersey ( TCNJ) and is planning to graduate in May 2026 with a Bachelors of Science in Civil Engineering. Joey is currently the president of TCNJ student ASCE chapter and has been since his sophomore year. He is also one of the chairs of the Metropolitan Symposium. Joey has interned with WSP where he has worked with Highway and Transportation Design.


 

Kiera Nissen, PhD, PE

Secretary

French & Parrello Associates

Kiera Nissen is a Project Engineer at French and Parrello Associates, with her PhD in Civil Engineering from Stevens Institute of Technology (2022) and BS in Civil Engineering from NJIT (2018). She works in the Site/Civil group focusing on stormwater management for development in New Jersey. She joined ASCE when she was in graduate school and is excited to work with the Young Members Group.

 

 

Rachel Werner, PE, CFM

Social Chair
New Jersey Department of Environmental Protection (NJDEP)

Rachel Werner is originally from Somerset, NJ. She attended Virginia Military Institute for 1.5 years before enlisting in the United States Marine Corps (USMC) Reserve. While serving in the USMC Reserve, she completed her studies at Raritan Valley Community College and later at New Jersey Institute of Technology, where she was an active student member of ASCE. Following graduation in December 2019, Rachel worked in private land development for five years – first in north Jersey and then in Charlotte, North Carolina – before joining New Jersey Department of Environmental Protection (NJDEP).

At NJDEP, she helps maintain the NJ Stormwater Best Management Practices Manual, review projects for compliance with the NJ Stormwater Management Rules at N.J.A.C. 7:8, manage stormwater grants, assist in municipal stormwater program audits, and educate the public and Department staff on stormwater topics. Rachel looks forward to fostering community and engagement within the ASCE Younger Member Group as its new Social Chair.
